Biography

Alexander Ozerets leads the work of the Energy Ministry of the Republic of Belarus, the board of the Ministry, is responsible for the implementation of the tasks and functions of the Ministry.

Supervises:

  • general development strategy, foreign economic and sci-tech policy of the fuel and energy complex;
  • maintenance of energy security of the Republic of Belarus;
  • interaction with state bodies and watchdogs;
  • human resources policy, appointment of senior officials and reserve of the organizations;
  • restructuring and reformation of power engineering industry;

Eduard Tovpenets
First Deputy Energy Minister of the Republic of Belarus

Biography

Supervises:

  • Provision of electric and thermal energy, natural and liquefied gas and solid fuel to the economic entities of the Republic of Belarus;
  • work of the power engineering, gas and fuel industry;
  • arrangement of talks on gas and electric energy supplies to the country, consideration of the relevant documents and development of proposals of the Energy Ministry regarding energy supplies to be submitted to the Government of the Republic of Belarus;
  • timely payment for energy resources;
  • development of plans to boost production base of the organizations under the Energy Ministry;
  • development of production infrastructure;
  • preparation of draft legal acts regulating power engineering industry, analysis of practical application of these acts;
  • work of the organizations to develop draft standards, norms and rules regulating their activities;
  • supplies of material and technical resources, arrangement of tenders;
  • mobilization preparation of organizations, arrangement of events related to mobilization preparation and mobilization, civil defense, methodological support of these events, creation and maintenance of mobilization reserve for material values;
  •  foreign economic activities; preparation of international draft agreements; representation of interests of the Republic of Belarus in international energy organizations;
  • ideological work in the Energy Ministry; work with media. The First Deputy Energy Minister signs supply contracts for the Central Office of the Energy Ministry; takes part in the consideration of construction projects and acceptance of ready facilities under the Energy Ministry.

Deputy Energy Minister of the Republic of Belarus

 Biography

Supervises:

  • development and application of economic leverages to reinforce payment discipline
  • economic analysis of the work of organizations; measures to boost their efficiency;
  • development of targets for organizations of the Energy Ministry and the projects of the socio-economic development of the Republic of Belarus within the scope of authority of the Energy Ministry;
  • formation of prices and tariffs for fuel and energy;
  • business-plans for the organization under the Energy Ministry and monitoring of the fulfillment of these plans;
  • coordination of issues related to remuneration and social policy;
  • social protection of the Energy Ministry stuff, labour incentives and improvement of payment mechanisms;
  • restructuring aimed to raise the efficiency of the Energy Ministry; interaction with financial, economic, tax bodies and watchdogs;
  •  preparation of economic feasibility of restructuring in the power engineering industry;
  • statistic accountability of the Energy Ministry.

On behalf of the ministry the Deputy Energy Minister coordinates agreements to provide financial loans to state organizations and economic entities under the ministry which authorized funds belong to the Energy Ministry.

The loans are aimed to:

  • develop and expand production and its material and technical base (including creation and purchase of fixed assets, introduction of new technologies, their modernization and  upgrade);
  • construct and maintain social infrastructure (including sports facilities);
  • replenish proprietary operating assets (some of which are spent on salaries, fuel and energy resources, to purchase raw materials and parts necessary to carry out the production process), to pay dues to the budget, Social Security, pay off debts and interests;
  • construct (reconstruct) or purchase housing for the Energy Ministry employees who are on the waiting list for better housing.

  • observation of prices and tariffs within the Energy Ministry;
  • financial and economic activities of the organizations under the Energy Ministry.

Deputy Energy Minister of the Republic of Belarus Mikhail Mikhadiuk

Biography

Supervises:

  • Strategic planning of the power engineering industry including nuclear power, gas and fuel sectors;
  • design and technological institutions subordinate to the Energy Ministry;
  • the government comprehensive programme to upgrade the key production assets of the Belarusian energy system, energy saving and increasing the share of local fuels in 2006-2010 and other programmes related to capital construction;
  • investment policy of the Energy Ministry;
  • investment programmes to enhance the efficiency and reliability of fuel and energy supply of consumers;
  • capital construction and the work on achieving the targets;
  • construction organisations;
  • the energy policy and proposals to enhance the energy security of the Republic of Belarus and also the methods of their implementation;
  • technological upgrade of the companies subordinate to the Energy Ministry;
  • business-planning of investment projects

Responsible for the implementation of the government and other programmes important for the power engineering industry and energy security of the country and also for the appropriate use of capital investments within the framework of the active legislation in the organisations subordinate to the Energy Ministry

Deputy Energy Minister of the Republic of Belarus Yuri Rymashevsky

Biography

Supervises:

  • implementation of the government policy of energy saving and efficiency of the use of fuel and energy resources in industries;
  • implementation of the special programme on securing a 25% share of local fuels and alternative energy in the electricity and heat energy production by 2012;
  • fuel use, development of fuel and energy consumption mix of the Republic of Belarus (where it is related to the Energy Ministry);
  • technological efforts of the Energy Ministry, development and implementation of the government sci-tech programmes;
  • ecology and environmental protection programmes including within the framework of the Kyoto Protocol;
  • state energy and gas supervision;
  • labour protection and occupational safety, prevention of emergency situations at the companies of the industry;

State property management and owner supervision creation of open joint stock companies in the process of privatization of state-owned assets.

Concludes contracts for sci-tech, experimental and design, experimental and technological works and for production of new types of science-intensive products.

Supervises the financial soundness of new contracts, is responsible for their implementation.

Concludes, on behalf of the Energy Ministry, contracts for free-of-charge use of state-owned property with economic entities as state-owned property is given into free-of-charge use in the process of privatization of state-owned property and supplementary agreements to the aforementioned contracts.

Signs, on behalf of the Energy Ministry, the documents on setting up of open joint stock companies in the process of privatization of state-owned property

Signs, on behalf of the Energy Ministry, civil law contracts on appointing a representative of the government in open joint stock companies and other legal entities, the shares of which (a stake) belong to the Republic of Belarus.
